- Governed by Federal Decree Laws (No. 16 & 17 of 2024) in the UAE.
- The technical system uses the “5-corner” model (via PEPPOL Authority-based network) for invoice exchange and data transmission.
- Digital invoices must be issued in PINT AE XML format and compliant with ASP (Accredited Service Providers) protocols.

Who Must Comply?
This rollout affects most VAT-registered businesses in the UAE, particularly those engaged in:

Implementation Timeline
- Pilot phase begins 1 July 2026 (voluntary)
- Phase 1 (Large businesses with revenue ≥ AED 50 million): ASP appointment by 31 July 2026 → mandatory e-invoicing from 1 January 2027
- Phase 2 (SMEs with revenue < AED 50 million): ASP appointment by 31 March 2027 → mandatory from 1 July 2027
- Phase 3 (Government entities): mandatory from 1 October 2027

- Experience – at least 2 years in e-invoicing system management.
- Financial Stability – AED 50,000 paid-up capital + audited financials.
- ISO Certifications – ISO 22301 (business continuity) & ISO/IEC 27001 (information security).
- Insurance Coverage – minimum AED 2.5M professional indemnity, AED 5M crime & cyber fraud.
- UAE Registration & Tax Compliance – The company needs to have a UAE licence and be registered for VAT/Corporate Tax.
